Both specify tests for different types of HDR. Screens with HDR increase brightness and display more colors than screens without. With HDR, colors are rich and vibrant, and the range of colors shown on the screen is closer to the range the human eye can see. The difference is very noticeable and very pleasing.

Which HDMI cables should you have for 4K HDR?
Any cable certified as High Speed will likely perform to the 2.0 a and b standards. In other words, all High-Speed cables should perform more-or-less the same no matter which version of the certification standards was in place when a cable was certified.
Just because all High-Speed HDMI cables should transmit 4K at 60 fps with HDR, doesn't mean that they all do. Cables wear out so the older a cable is, the more likely it is to have developed a flaw that inhibits 4K HDR performance. Cheaply made cables are more likely to wear out more quickly.

In addition, all cables are not manufactured to the same high standards. Some cables barely pass the certification version that was in place when they were certified and some perform well beyond that version. A cable that barely passed certification when it was manufactured in 2010 when High-Speed cables were tested at version 1.4 may not be capable of transmitting 4K resolutions at 60 fps.
Finally, the cable that was tested and certified may not be exactly the same as the cable that is available for purchase. The certification for a particular cable model lasts until the model is changed and changes in the components that make up the cable do not count as changes in the model. Manufacturers may source different cable components to different suppliers whenever they do a new production run. The new cables don't have to be re-certified even though the different components may affect performance.
It’s important to remember that all High-Speed HDMI cables will carry a 4K video signal. If you bought your cables after 2009, your 4K content should reach your screen.
